My 2001 s500 Xenon Low beam Right hand headlight blinks then sometimes come on fully. I Re-lamped it but still does the same thing. Can some one please point me in the right direction.

Bulbs going out, change it before it goes completely. Change both so you don't have a color difference.

It could be the ballast.

I bought two new bulbs and changed the bad one first (planning on swapping both) and it acted same as the one I removed. So it must be the ballast. Is there a good link on how to replace the ballast ?

You will need to remove the whole headlights in order to replace the ballast,
because it seats at underneath the headlights, search on the YouTube and there is a video show you how to remove the headlights, take only 20 minutes !
