My blower won't come on if the temperature is more than 83 degrees. It's comes on if early in the morning, night time or if I wash the car in cold water in which I guess cools the car down. Could this be a senor ?

Mine did almost the exact same thing; I would hit it repeatedly (not hard) at the back top right of the passenger footwell until it would kick on. Turned out to be my blower motor itself which is ~$1000 repair; had it replaced under warranty.

A sticking blower motor sounds right. Motor needs to be actuated and checked if it spins with voltage applied.

I was thinking it could the blower but it never operates with temp above 83 degrees. If it at least it came on sometimes regardless of the temp I would assume the motor is going bad. If temp is lower than 83 outside it works flawlessly

Again, mine was almost identical. I didn't know the exact temperature it would stick, but it was definitely on the warmer side. When it was cool, it would come on like nothing was wrong. Try bumping it a few times when it's sticking; mine would kick on once I did that.
