Unusual rumbling noise in the dashboard when the climate control HVAC is set to REST?

I have this unusual rumbling noise when the climate control/HVAC system is set to REST or any temperature setting above LO.

Seems to be linked to the flow of heat? Could this be related to some issue with the heater water valve? Is there a recirculation motor on the valve assembly?

IDEAS?

UPDATE:

The rumbling noise was actually a gurgling noise coming from the heater re-circulation motor in the engine compartment at the firewall. Was a bit low on coolant. Topped it off and problem resolved.
