It isn't. S65 are not made in SWB for any market in the world. This is a SWB W222 with S65/600 grille, S65/63 front bumper, S65 chrome bumper vents, S65 chrome front flics, S63/65 AMG diffuser, and S65 tips.
Any photos of the wheels or brakes? If it has AMG brakes then it's an S63 SWB with 65 trim. If it doesn't have AMG brakes then it's a non AMG with 65 styling.

I applaud the owner of spending all the money on the body kit+ and then have the car de-badged. This is not cheap...
Since this car has Stuttgart license plates there is also a remote chance that this car is an off-production car.

Most people adding on AMG bits are typically posers that want to make their car look like an AMG and thus adding the badges. The body kit parts for an S65 will be at least $10k and only a few would recognize these as S65 vs.S63 parts. No badges should mean spending the money without posing.
I do think that the car maybe a factory-build car. It doesn't have to be a production model for that...
