Hello there. You have posted in the 2017 model year E class which is a completely new model and different from your 2016 E350.
That being said, you needed to have ordered the lighting package to have the two DRL light strips. If you did not equip your car with this package, then you have the standard LED headlights which do not have this, and just the single white horizontal strip.

If so, they should be on all the time as day time running lights
Make sure your light switch to the left is the steering column is in AUTO position.

With it enabled, it should look like this:
Try turning the headlight knob to the side-lights mode:
This will turn on the same lights used for the DRLs, but at 50% brightness. If nothing lights up, you've got a fault with the headlight controller. Likewise, if this does work AND DRLs don't, there's a software glitch in your car which needs to be fixed.
If instead, you see two horizontal bars at the bottom of the headlights, you don't have the upgraded headlights.
The two chrome bars below the bumper do not have lights in them from 2014-onwards. 2010-2013 did have lights in those chrome bars.

thanks everyone for ur responses.
looks like some fault in my headlights. the car in brand new.
i don't see those two horizontal lights.
may be i will try with once again by restoring all settings to "Factory settings".

At least post a picture of you car will you? No offense - you seemed confused. a picture says a thousand words. We'd love to help but a) the W213 guys don't want to hear your problem (rightfully so, it's their forum). b) if you have the lighting pkg and the COMMAND setting says DRL is turned on, then no reason the lights don't turn on. which casts doubt on the statements you made.

I would not even entertain this frivolous question . This problem is as simple as how to turn on the navigation in the car. If your asking questions like that, chances are you dont have navigation in the car. The OP needs to just take the car to Mercedes so they can waste their time trying to explain the obvious to the oblivious .

FYI, i didn't post this question for time pass. I didn't find any info in the manual about this two horizontal curve lights and not able to find in google search, how to operate these .
thats why i posted my questions. but funny thing is people asking questions about do u have a car? or GPS or do u have headlights etc LOL LOL

It looks like you have the standard headlights not the full led ones. Put your hazard lights on and see if your blinkers are a straight line or a eyebrow shape. If it is straight you don't have the lights you are talking about.

Got it. Beautiful car. HOWEVER.... And her is always the however in life:
1. You DONT have the lighteing pkg. you have the standard LED headlight. Not the ones with >> << daytime running light. You have the _ _ daytime running light. It is evident that the DRL is on the bottom - you can visibly see those small LED blocks.
Lighting pkg is. It just cool looking DRL, the LED Headlights are active and moves around when you go into a corner. Also the brights can be set to turn auto on and off.
2. Lastly, post all ur questions in the W212 forum!! The is for the 2017 W213 guys - or when u upgrade to the next generation :-). Okay?

The picture I posted before is of my own car, and I really do think the upgraded headlights are worth it, especially if do a lot of nighttime driving. BUT that said, the "standard" LED headlamps of the E-Class are quite good. I really appreciate the difference every time I have a rental car or service loaner C-class with halogens.

Hi Karthik,
I have similar car and the bottom strip is the DRL. As some one mentioned, you need to click ok in settings > Lights > Day time running lights. I have a picture of it and will post that for your reference. But for me it is not completely on, not sure if that is how it functions.
