Question Speedo Acting Funny

Hi all.

I was wondering if anyone can point me in the right direction. I recently replaced my odometer gears and the odometer is working fine again. However, the speedometer is now giving me issues. (It was working fine before I did the odometer repairs.) I believe it's reading correctly at above 25-30 mph. However, when I turn off the ignition, the needle sticks at around 20 mph.

I've gone through and double-checked all the connections on the instrument cluster. When I unplug all the connectors, the speedo resets to 0 mph. However, as soon as I drive it, the issue returns.

Thanks for any ideas.
