Anybody make a plate mount for front tow hook
Does anyone know if someone makes a screw in front lic plate mount that goes into the tow hook threads ?

That's intentional and it's related to post-WWII. When Germany rehabilitated itself and started exporting its goods, Americans were impressed (and somewhat shocked) with "Made in Germany". After all, they were supposed to hate German goods after a bloody war. Over the past decades, US lobbyists have tried to deter the purchase of imported cars with requirements that make the car more unappealing. Even the GT has suffered with this, look at the rear of both US and EU versions, it's not too difficult to see which one looks worse.

Hahaha. It's a big conspiracy eh? That's rich.
The license plate requirement is State controlled.
The fed safety requirements have made alot of cars ugly. Bumpers aren't pretty. An example of a car that comes to mind is the 1973 corvette. Plastic bumpers replaced chrome.
It could be argued that cars are a lot safer at the price of aesthetics.
