This appears to be a car that was built for SEMA so I imagine that the owner had at least partial sponsorship on the wheels. Even if that wasn't the case and full retail was paid on these the RB1's with accompanying tires still would not make up 1/3 of the Mustang GT's MSRP.

You can buy a nicely loaded unit for low 30s without even trying hard.
The wheel is RB1 that starts in 19" at $1,900 per wheel.
This looks like 20s so $2K per wheel + 1,500 in tires + tpms + balancing + 6% sales and you are well over $10K.
That sounds like 1/3 of a GT at 33K...

Assuming the shop he purchased from did not offer Free Mounting & Balancing (standard practice to include this upon purchase of wheels and/or tires)
Assuming the owner did not purchase the wheels & tires from outside his home state where there would be zero tax
And assuming the owner had negotiated a nicely loaded unit for thousands under retail cost...

You can't legitimately put these wheels/tires on a mustang GT. Emeric's just pointing out the absurdity that is IMO indefensible.
