Cooling fan on all the time

Cooling fan on all the time
Hello,
for the last month my cars cooling fan has been running constantly when I start the car. I removed radiator fan and visually inspected the wires and cable connection area at inlet of fan control unit, but no defects found. I have disconected electrical connector and when ignition on, check the voltage on 3-4 pins to the N3/10 (control module ME) - it is 12 V. Does it should be? I made quick test with Xentry, but no mistakes. I tried to stop fan with ME_actuations_M4/7(engine and AC electric suction fan with integrated control)_STOP, but fan dont stoped. Now i drive with disconected electrical connector. Can anyone advise where to look for fault?
