so this means that the 5mm smaller spring pads or 13mm stock spring pads are not necessary and the "perch" replaces them?

Is the "perch" like a rubber pad built into the coilover?

Correct, no spring pads can be used. The perch of the coils replaces the rubber stock pad. The coil perch won't sit flat if you leave the spring pad in anyway.
