Full service could not be carried out

Full service could not be carried out
Hi,
After doing all the properly routine to reset the "oil change message" I got the following " Full service could not be carried out".
The Message of" Oil service is due" was not there any more when I restarted the car.
The car mechanic tried to solve this by using the "OBC" plug and said there was no current in the plug.
I got that fixed by replacing the fuse and thought that might solve the problem of not resting the message properly, but I was wrong,
"Full service could not be carried out" still appeared after the proper routine.
Any ideas of was is wrong or what has to be done to remedy this specific problem?
