Bad Voltage Regulator (C180 2013)

Hello, what are the signs of a bad regulator? The part is expensive and none of the mechanics can say for sure that the symptoms of my car are due to bad voltage regulator. Car is C180 2013.

Symptoms:
Once car starts and i am driving the first 5 minutes ( especially when going from 1st gear to 2nd) all car electronics turn off then on, such as door locks, screen, inside and outside lights flickering, steering wheel hardens.. and i get warning lights regarding ESP and both airbags are unavailable check user manual.
The scanner says there is an overvoltage along with other issues such as ESP and door buttons errors but the mechanic says its due to the overvoltage.

Any idea?

Did your mechanic check for any alternator or battery issue? What are error codes?

he did, battery is very good and alternator is charging correctly however there is this issue at car start where when i first start driving there is an overvoltage and sound of something like flipping a switch. I checked using engineering mode the car voltage when this issue happens and it shows voltage reaching 18 to 19V then dropping to normal.

But the question is WHY only when i start driving first few minutes and never after i.e. going for a long drive.
