Do I need rotors ?
 
These have 40k on it , what do you think by looking at the pic ?

I am surprised you would need new pads after 40k miles.........

Its hard to tell from the picture, the disc has to be measured to give a qualitative recommendation. However, the condition of the disc at this moment is not as important as it will be in e.g. 30k miles - most disks cant go 2 sets of pads. Worst case, 30k miles into the life of your pads you need to replace the discs - then you wasted 10k miles of the pads. Remember, you always should turn the discs to make sure they run true, are parallel and free of major scoring - or the new pads wear in uneven, and braking power is compromised - brakes is the wrong part to be a penny pincher.

The disk looks very good with minor scoring. I would resurface it only.
