Ya they are vents to let the air from under your car and in the rear wheel wells ecape out your tail lights, This also make them self cleaning tail lights.
Also a huge factor, it also helps your car achieve an drag cooeffientcy of only .29.

It is also to proviode downforce on the rear of the car. Note the cut out along the top of the rear glass window. Air is pulled into that opening, channeled along the sides of the glass and finally vented out of those openings. This was a R&G project from MB to get downdraft without a big ugly wing...!
