Replaced C63 front bumper. Reassembly wasn't right

Replaced C63 front bumper. Reassembly wasn't right
I had the entire front bumper and grill assembly just replaced on my Arctic White 2009 C63 with a new one. When I went to Gold Coast Auto body in Chicago to pick it up, I notice that the insides of each of the large dual vents, located on each side of the front bumper assembly directly in front of the front wheel well, were obstructed by an underlying white painted body part beneath the bumper assembly. It's my impression that these vents are functional and serve an important purpose & should NOT be obstructed, but the guy at the shop said the mechanic merely forgot to paint that inside underlying body part black.
Does anyone know what specific function these front side vents serve, and what might has been misaligned during the reassembly?

I could be wrong, but I believe those vents are only cosmetic. But it looks like the shop oversprayed the back of the bumper area cuz mine is black plastic.

On the front right corner isn't there an heat exchanger/oil cooler, etc? On my 2013 Coupe I thought I saw it when I was installing my Mode Carbon front luftstrom splitter... I just remember seeing it. If so, the air exiting that heat exchanger exits the inner right wheel we'll inner shroud...you should see a few louvers and most likely vents through the sides of the bumper as we'll.
