I think it is the record keeping that dealers have for repair work preformed on a car? Vehicle something.... or hell, Virginia Military Institute

Yep vehicle master inquiry. Only the dealership has access to it since it has all the personal data of the actual owner as well as full service history.
They are not supposed to share it to a customer...
