Colorado's high density front range counties conduct mandatory emissions inspections at state operated facilities and at mobile road-side test sites while vehicles drive by. How do you avoid these surprise inspections?

I’ve never seen them in my 7 years of being in NJ. So either I’m lucky or it doesn’t exist in NJ.

It doesn't.
Been driving in NJ for 20+ years. Have yet to encounter anything like this.
Decades ago emissions were measured at the exhaust tip, but NJ moved away from that practice.
To pass inspection, it's an OBD2 verification that all emissions readiness monitors are active and a visual inspection for catalytic converters.
