2004 CLK500 Headlight malfunction

My passengers side headlight does not alway ignite (low beam). I try the switch and key several times (sometimes it works). Bulbs have been replaced, ballast has been replaced twice with no lasting success.

Do I need a whole new headlight assembly? Anyone else with insight about this issue is appreciated.

It may be igniter, which is inside the headlight assembly. I think MBZ's official solution is to replace the headlight, but I think I have read here where some have been able to fix it by taking the headlight apart. That does require "baking" it at a low oven temp to soften the glue.
