There is a forum specializing in electronics modifications. As I said, this is not for the unskilled hacker! These guys are pretty hard core, and I suggest you do A LOT of reading before asking questions as they are not too kind to "clueless newbies". Anyhow, check out this:

Note that there are several tools that these guys use to program EEPROMs. There are some for around $100, but they generally require de-soldering the chip from the circuit board. Other tools are capable of programming chips in-place, but those can be quite expensive.
Again, I urge you to spend time READING the forum so you can understand what they do and the tools they use.
