I have removed the w203 and w209 bumpers a few times. I don't know what the WIS docs say but I would suggest jacking up both sides of the car and removing the front wheels. You don't have to but it makes it so much easier.

Definitely! Note that there is a center jack point - a rubber puck about dead center under the engine, protruding through the lower engine cover. You can lift there (with a low-profile jack) and then slide jack stands in on the sides. Very easy.
