Looks like figured it out - looks like idea is to replace the wheels easier. When wheel is removed you screw it to the wheel bolt hole and then hang the wheel on that thing. Not sure if it’s easier, but it is what it is

CLK 350
It's also easier to take one lug out and screw it in - take the wheel off without bumping brake rotors etc
