Is the drivers seat able to go all the way back

with the roll bar in place

Short answer is no. The horizontal bar going across where the racing harness shoulder straps would be mounted prevents the seat from going completely back. Depending on how much you recline the seat, its only about 4-5 inches from being completely to the farthest rear position. Note: the roll can be simply removed if desired.
