1980 240d
Buying a 240d that won't go over 15

Hi all,
I'm new to this forum and I am thinking about buying a 1980 240d with a manual transmission. Everything on it seems to be in good shape the only issue is it will not go over 15-20 mph. I thought I would ask here for some advice and see if it may be a common problem or a simple fix. I'm new to these cars so any help will be appreciated. Thank you

With manual transmission 20 mph would be high idle on high gear?

That is highest gear topped out. The lady selling it said it also has oil in the air filter but I was told that is a normal thing on that engine. Thanks for your help

Does the car stall if you put it in the top gear and let the clutch out when the car is stopped?
