Can't feel the effects of the ventilated seats

2013 Mercedes E 350 Coupe with P1 & P2
Can't feel the effects of the ventilated seats

The button lights up, but when I turn it on I really don't notice a difference with it on or off. I know the fans are supposed to suck, not blow, but I still don't feel any air flow. I do hear the fan noise come on when I put it on the highest setting, but don't feel anything. Is this normal?

yeah, I've noticed its a bit feeble.
I can tell it's working because I can often actually hear the fan / motors going.
I placed a small piece of paper on seat to watch for air coming from the seats.

I've also noticed the cooling works better (a) after about 5/10 minutes and (b) with the AC running as well, vs when you can press and hold the unlock button from outside the car to drop the windows down, open the sunroof and put the seat vents on.

I notice it works at pulling heat away from you in the seat. I notice a difference when I forget to put it on here in Houston, TX. I always have it on level 3 as soon as I get in the car. Is it as effective as a system that blows air, I'm not sure. I wonder if we could reverse the rotation of the fans haha.
