What about the aftermarket glass housings that have NO fluting on the front lens panel what-so-ever? Would a bixenon (with shroud) that's properly aimed still spray light dangerously? I know there would be some extra glare because of the Halogen Reflector housing, but I think it might be alright. my friend has a shrouded HID bulb in his halogen Scion TC housing and the cutoff is fine and there's no glare that I've noticed.
If you're talking about a HID bulb with the metal shroud, I'm not sure... like zorro said, it might be bad if the reflector is terrible, but i think it would still be okay. The shroud should eliminate all light hitting the bottom half of the bowl. any funny angles in the bowl might throw some light upwards, but it will still be a LOT better than throwing a HID bulb into a lens with fluted glass...
