I sold my '95 I owned for 25+ years and it never had emissions issues in CA. BTW, what state are you in?, those are some lax limits they have. No NOX and the HC limits are higher than my '89 190E.

Your O2 should be practically zero if it was having prefect combustion. It is not. So I would check into the following:

(1) Compression on all cylinders (how many miles on the Engine?)
(2) Ignition issues (coil pack, ignition wires, etc)
(3) Fuel injectors, make sure they are spraying a nice mist, if not that will cause high HC because of unburnt fuel. How many miles on the injectors, they could be tarnished and dirty from bad fuel
(4) Oxygen sensor. How many miles on your Catalytic convertor. If it is original and has > 150K miles a new aftermarket one will drop your HC numbers by nearly half, but you have an underlying issue you need to fix, this might be the last resort after the main issues are fixed.

You said you replaced wires. etc. Did you mean you replaced both engine harness and throttle body harness with a non biodegradable one?

Also your gas cap is faulty and not holding pressure, that one should be easy.

I asked more questions than giving you answers, see if you can address all of them.

- cheers
