It's mostly likely either the lock actuating switch inside the door or a short in the wiring harness. There is a remote chance of a short in the vacuum controller itself. Most likely culprit is the actuating switch - they seem to be problematic.
The MB locks are either locked or unlocked by either grounding or connecting +12 volts to a "trigger" line. With a short or a malfunctioning switch, the +12 volts (via the C fuse) gets connected to ground when you turn the key, thus blowing the fuse.
To troubleshoot:
1. Disconnect the wiring harness plug to the vacuum controller under the rear seat (slight chance of a cure, but easy to check).
2. If the problem persists, disconnect the actuator switch inside the door.
Hope this helps.
