W124 E320 cabriolet
E320 cabriolet roll-over bar not extending

I recently bought a 1993 E320 cabriolet and I cannot get the roll-over bar to extend. The top works normally, there are no warning lamps flashing, the hydraulic fluid reservoir is on the full mark and doesn't appear to leak. I have tried holding the UP switch for up to 30 seconds and I have checked the fuse.
The only thing that happens when I press the up button - either the dash or rear seat switch is that the soft top cover panel raises slightly - 10mm or so.

Any thoughts on where to start ?

Thanks. Can you suggest a pulse counter, say on eBay, that I can purchase ? I have no idea what I am actually looking for, and I presume the probe will need to be a specific size for the terminals.
