Let's play: Name That Sound!!!!!
Alright guys, after searching I wasn't able to find someone who had the identical issue.

Here's the Sound. After starting the car with the A/C button off but the vents blowing, there is a noise which sounds similar to a 12v. tire compressor coming from the front of the car. If I turn the blower off (set to 0) the noise stops. I can then turn the blower back on and it usually goes away.

Now mind you, the A/C compressor has never been on, so I don't think it's the auxillary fan noise people are referring to.

And yes, you can hear it from both inside and outside the vehicle.

Who will be the first contestant with the correct answer?

I believe it does make the noise regardless if the A/C compressor is on. What are your thoughts?

I complained about something similar and i was told that is is some kind of revers fan which only works when the AC is off..
