Can't get low beams adjusted right

So I put new headlight units on my 2005 E320 CDI. I know how to adjust them but I can't get it to work. When I raise them vertically they drop back down before they are high enough. Also one of my left/right knobs doesn't seem to do anything when I turn it. Any suggestions?

They were a gift and I had a friend put them in while I was at work. Tried again to tonight to adjust them and no luck.
