??my E350 07 fuel tank leaking, can I replace the steel tank to plastic tank

I would for sure call MB and have them tell me. Your Indipendent shop (wherever you are) will possibly get authorization from MB to fix with OEM parts and MB may reimburse you. It is worth a try for sure.
I am in the US and am having a faulty fuel pump (desribed on another thread), car is currently at the dealer getting fixed under the 15 warranty.

I received a letter from MBUSA today stating that MB was covering the fuel tank issues for 15 years/unlimited mileage from vehicle's original warranty start date, which would be date of first purchase, I trust. The extended warranty covers "... fuel tank, fuel filter, fuel pump, and related gaskets non-PZEV certified Model Year 2--3-2009 E-Class ...."

What country are you in? Warranties are usually country specific and the Pzev was a US warranty. Not sure if a regular gas tank would work. If the leak isn't from the gas tank itself, it's probably from a gasket so many some kind of sealant might work instead of replacing the entire tank. MB just tends to replace the entire tank if there are any issues. That usually runs to 3-4k in the US due to the cost of the tank, the pump and the filters which all get replaced at the same time. I think someone had mentioned at one point they just fixed the gasket on top of the tank. Leaks could also be from the fuel filler neck.

What's the mileage? If it's less than 150k and you have a Pzev (option code 917 using a vin decoder), it will be covered by the dealer as Pzev's have a 15 year/150k warranty on various emissions related components. If it's not a Pzev, it will be covered by the dealer as non Pzev cars have a 15 year, unlimited miles warranty on the gas tank. You just need to take it to the dealer and tell them you smell gas in the cabin.

I have picture for my friend car they made hole(cut tank) and cover to replaced fuel pump
that is the reason why I need to replace fuel tank i dont need to cut the tank if the fuel pump stop
and the cost of used tank with filter,fuel pump ,canister,pips and every thing just 300$

4 Mercedes, they should be rested and do some jail time. For every gas tank issue. That's what I think.

There was no recall, just an extended warranty on non Pzev cars. Pzev's already had the 15/150k warranty. Even if you're no longer in a Pzev state, it should still be covered. Texas wasn't a Pzev state, but if the car was sold in CA as a Pzev car, the warranty should still apply. Unless the car was sold in a non Pzev state, then the Pzev warranty is no longer 15/150k and you are probably SOL.

Right, give them your VIN and ask if the Pzev warranty is still valid. If it is, it should be covered. Only reason it wouldn't is if it's a salvage car. There's a separate warranty booklet out there that tells you what is covered under Pzev.
