E350 Idler Pulley Torque

I am replacing my thermostat and reinstalling the idler pulley. The WIS below say that the the torque should be 35 nm for initial installation and 25 NM for follow-up operations. Is my re-installation what they mean by follow-up operations?

Thanks

That is what I did. Got confirmation that was the right thing to do. Hope my check engine light goes off now. It is running a little hotter than before. Fingers crossed.
