sheared woodruff keys

1983 300D keeps shearing the woodruff pins. Has anyone else had this problem or an idea why this is happening?

The woodruff pins on the balancer pulley. The pins shear at about 400 miles. I've replaced the pulley and pins but it did it again.

Are all other accesories moving freely? Maybe the A/C clutch? Engine running smoothly? I am not familiar with the Diesel engines but shearing the keys, pins in your case is rare.
