Apple Car play without Siri-Possible?

Nope, Siri must be enabled in order to use CarPlay. Several functions of CarPlay rely on Siri such as receiving and sending messages. I'm guessing it's disabled on your phone via corporate policies, so you are pretty much out of luck.

Update!, I was able to make it work.
I had to enable Siri in phone settings, but the Siri is still disabled somehow where the phone will not respond to "hey Siri".
I'm not sure how they disable that feature. I have not and do not use Siri anyway so I don't miss it. :-)
