Received this Emissions Service Campaign Notification yesterday regarding a required update to the 48V battery management system software. Are they issuing one for each model year, or just 2021's?

It clearly says it's only for '21s. If more years were involved they would all be listed.
That's not how it's typically done, AFAIK. Usually all affected models and years will be listed on one document.
I know that's how recalls are handled, but I've never been issued a Service Campaign. Since the campaign number starts with the vehicle's model year, it seemed logical to presume they might issue them by model year.
So this pretty much confirms the 48-Volt system falls under “emission control” when it comes to warranties, meaning if it takes a dive after the manufacturer warranty you can still likely make a claim provided the emissions warranty for your state is lengthier than the manufacturer’s warranty.

Yes, the battery is covered under the emissions warranty, 8 years/80,000 miles. Longer in some States.
It's for a software update for the Battery Management System. It describes some possible symptoms, none of which I've experienced - my 53 was built Feb 2021.
This confirms that the BMS software is upgradable - something we were unclear about with this generation of batteries.
Its a good thing.
Unfortunately it's not OTA, so a trip to the dealer is involved.
It doesn't sound emergent, unless you're having the named symptoms. Then I wouldn't wait.
