US spec models don't have the LIM function. I don't know exactly why, but I suspect it's too confusing and some people accidently activated it instead of cruise control and then complained that the car wouldn't accelerate past a certain speed. It's a potential litigation waiting to happen if somebody accidently activates it and then can't accelerate out of an emergency situation The feature is available on EU spec models.

It actually surprised me that you can't push through the limiter. On all other cars with a limiter I've driven, full throttle overrides the limiter, not so on my GLE...

No, the manual does not mention it. But I could say the same for a couple other small functions here and there, so I wanted to check with the community just to make sure.
In the original post video, at around 5:45 timestamp, Nick explained that if you press the petal hard enough, it overrides.
