OBD port has not voltage

Took the wife’s GLK350 2012 to get her emissions test done and failed due to there being no voltage at the OBD port. I can’t find anything specific to the GLK. I stopped by the dealership and they told me it could be a fuse. They hooked up their diagnostic tester and got no power. I have checked all the fuses in the engine bay and they are good. The tech at the dealership told me that it could be a bad ground as well. Having checked all the fuses I don’t know what else to check and I don’t know which ground he could be referring to. Any ideas out there?

yes I checked the ones in the back as well. I pulled all of the fuses and checked them all. About a year ago we had to replace the ESL. Is there a way that something wasn’t reconnected when that was done?
