While getting my vehicle inspected today, the inspector said my rack and pinion was leaking. Not to mention that sometimes the steering gets a little hard while turning sometimes. How can I remedy this problem cost effectively without having to go to the stealership?

The same as anything else that your car needs....either fix it yourself or pay someone else to do it.

Here are the procedures and it is no easy task.

Before you decide anything, check the P/S fluid level. If it is low, fill to proper level and see if the turning the steering wheel prob. disappears.
