Active and Adaptive headlight functions don't work

The very abbreviated version is, the dealer I bought my ML63 from left a fender liner access panel out so a lot of things got really wet. The entire assembly had a ton of water in it and destroyed the LED control module. After replacing the control module things started working, sorta. The only functions that don't work are the adaptive functions and high beams. At start up, the left one will move and do it's thing, the right one won't move at all. My scanner says the actuator is bad in the headlight. So what do I do? I replace the headlight. Same problem, no change. I've also changed the xenon ballast and the bulb will light up sometimes and not other times (so less functionality than now).

To summarize, replace EVERYTHING to do with the headlight, no active lighting or high beams. What am I missing? What should I be checking? Does that LED module or xenon ballast need programming of some sort? I don't know if it's potentially related or not, but one of my parking sensors says it has low voltage on it. It's not the sensor so it must be in wiring.

I have done a scan, that's how I know what it's saying. I also know what it's saying isn't always accurate like saying the bulb is bad when it wasn't. It's saying the actuator is bad when clearly it's not because another headlight gives the same error. I'm past the "get a scan" part, I have a scanner. As for the dealer, they sent me a brand new fender liner door which doesn't fix the entire problem at hand. They said "it must have come off while driving it home (800 miles)" when that was absolutely not the case and said I should have gotten the extended warranty. I need this resolved so I can have a functioning car for more than the first week I had it and so I can pursue legal options.

This sounds like a horrible situation. I'm disappointed the dealer is not taking responsibility. I'm also dealing with adaptive headlight issue and hope to resolve soon. I don't have a MB STAR scan system but think that's my next step before paying another $189 for the dealer to diagnose with quick scan.

I should have followed up. The end resolution was a new headlight. A lot of water was in a lot of places causing a lot of corrosion. The lights can not be taking apart too easily so the solution was a new one. I am sueing the dealer.
