Netstar priority question

What is the difference between different priority levels in a custom order? I was P1 but changed to P3 which was done by the dealer to reflect it is a sold car. Does that make sense?

My understanding is that P1 is a sold car. Not sure why a dealer would take it off of being a sold car.
