heater blows cold air

1991 420sel
heater blows cold air
1991 420sel when turning to heater it still blows freezing cold air , mono valve is checked and try a new push button unit and it didn't help as well as a climate control relay , also if I disconnect mono valve heat comes in but only for a minute than it goes to a/c, please help!
