Start NO - Sound
I just accidentally interrupted my starting process during the button press. (removed my foot off the Brake) Now it won't chugg at all...
WTH
All lights come on and headlights work fine, etc.

Give it about 15 minutes & try again. If that doesn't work, you may want to disconnect the starter battery for a couple of minutes, rehook, then try again.
You can also try lifting out the starter button, insert the key, & start it that way. That should re-sync the system.

pop-a-lock couldn't get it started with a high voltage starter battery pack. No chugging / turning sound still, but all lights are on.
I am leaning towards thinking it's the starter.

I'm pretty sure just releasing th brakes as soon as it starts turning over makes no difference nor would the car stop starting.. something else had to happen

DO Not try this. The battery in the trunk runs the vehicles electrical system.
The battery under the hood starts the car.
Possibly put a multi meter (set to DC volt) and see if you have more then 12v.
If so possibly take that battery out and get it tested to make sure it has sufficient cranking amps.

The brake pedal signal is monitored only upon initiation of cranking. One the cranking commences the brake pedal signal is not monitored anymore.
So if your starter was cranking, but then stopped there is a problem unrelated to software. Rebooting the car should not make a difference. Check battery and fuses. In reality the car needs to be read and few actuations performed to pinpoint problem.
