Serious steering wheel vibration when car is stationary

My father has a 2009 S350. When the car is stationary and you turn the steering wheel fairly quickly in either direction, it vibrates violently with a loud "chuddering" sound. However, when the car is moving (even at low speeds), if you turn the steering wheel, there is no vibration or sound.

What could it be?

The dealer said it's normal.

He said that the friction from the tires when turning the steering wheel when the car is stationary causes the vibration.

you are not meant to (and have never been meant to) operate the steering on a stationary car - it needs about 8 horsepower and is just damaging stuff for pointless fun

if you have ABC suspension I'd get it checked out - if std airtragic suspension, check the belt and the PAS fluid level - and maybe spend the money on driving lessons

just read the bit where it does it rolling at low speed - re that 8 horsepower - that's more than enough to make a worn belt slip - you could abuse the system with the bonnet open and get a mate to see if the belt goes mad....

the system is way underpowered to handle high speed wheel movement - especially at 550rpm tickover
