Yes, you should be able to read the fine print in that photo. You must spend $250 before deducting the $130.
Yeah, I got one for one of my cars for $150 off $300, but not for the other, that was just an email though. Nothing on MB's site yet. They're still offering $150 off tires til Oct 31st so maybe whenever whoever is in charge gets off their butt they'll make the $150 public.

That was for service. It normally doesn't work on parts. You should just get a battery at AutoZone, advance auto or pep boys. Much cheaper than the dealer.
