SL/R230: What is this? It's stays on all the time????

What is this? It's stays on all the time????
It stays on all the time, even after I shut off the ignition. it sounds like a blower of sorts, the only way to shut it off is to disconnect the trunk battery.
Any ideas what this part is called?

Just a follow up, in case someone else encounters this issue. I replaced my house battery (in the trunk) and that's when the issue happened. What fixed is, starting the car, and toggling the A/C recirculation button, as well as turning on/off the A/C. All back to normal now.
