Can't lower the Steering Wheel?

Can't see my instrument panel properly as the steering wheel is in the highest raised position. Can bring it towards me and back but just can't lower it? Page 100 in the manual states to look at the digital manual and naturally I never installed it and don't know where the disc is. Any guidance appreciated.
