Most chips are snake oil, IMO. Unless you're increasing the boost pressure, it's a waste of money.
If you've got serious engine mods (cams, head work, exhaust) and need custom tuning, then you can benefit from a wideband dyno session. A mail order program isn't going to do much, if anything, for your HP.
