Water pump pulley
Is this normal for a new water pump, and to be expected?
Or was buying an el cheapo after market part my mistake here.

As long as there is no grinding or resistance you should be good.
New bearings should not allow a pulley to spin and spin because the grease inside offers resistance. A metal pulley with more weight will spin a little bit more. A pulley spins very freely with speed and noise once all of that grease is gone, and at that point it’s dead.
It's supposed to spin real tight, it's how it keeps pressure. The uh vanes have a tight tolerance and when the bearing lets go it wobbles which digs the vanes into the housing and frees up tolerance.
