Does it come with a tune? Because, you know that they are tied in to a specific car VIN, right?

I know it is tied to the VIN, i have not registered it yet at all so it does come with the tune

Correct, as long as it has not been hooked up to the car/used at all, it can still be used by anyone.

Yes v5 is included, I have the original purchase emails etc... I located in the Ashburn area of northern va, the box that it was shipped in has not been open either
