Is this the part in front of the wheel? If so, the most common cause of this is pulling up onto a curb and scrapping the underside of the bumper, which sheer of the retainer pins. My advice, when parking, do NOT pull "up to" the curb.

yea the front of the wheel and ook i was looking for a solution when i mount them back should i still use the retainer pins with the fender liner extender or self tap them because the pins become loose over time

The plastic trim "rivets" should hold it in place. Not that the liner needs to sit above the bumper skin. Like I said, the most common cause of this is pulling up on a curb, where the plastic pins get sheared off and then the liner gets ripped out from above the bumper. When driving down the highway, air gets into the liner and pulls it down into the wheel.

Does one have to use the dealer to buy replacements?

USA owners can use parts.com. They ship from dealers at negotiated discount prices. i don't believe they ship to Canada, though. There are other parts sellers that may.
